When educache restriction is on, can they get into the age ? major newspapers ???? wikipedia etc ???

we do for special circumstances let them out but we have found that the edu cache has added every site that we have asked for and
within 24hrs so if a teacher or student requests a site then it is there for their use the next period.

at our school the students only have access to sites on the cache. do other schools allow open access then?
